As a Senior Legislative and Federal Affairs officer, Dr. Bolger is responsible for policy issues related to children, youth, and families and aging issues. She is a former Associate Director of Government Relations at the American Educational Research Association and Assistant Professor in the Department of Human Development and Family Studies at the University of Wisconsin-Madison where she conducted research focused on social and emotional development among children growing up in high-risk environments especially children who have been maltreated by their parents or caregivers.
